You can get CE Certification for AC-DC SMPS Based Charger against the standard IEC 60950-1:2005+A1:2009+A2:2013. For getting CE Certification for AC-DC SMPS Based Charger, you have to simply fulfill the following requirements mentioned in the standard. 

These requirements are: 

• Protection from hazards
• Protection against mechanical damage
• Insulating materials in electrical connections
• Termination of conductors
• Fulfillment of all physical requirements

Plus more specific tests as mentioned in the standard.

After these tests are conducted, a test report is compiled, and thereafter CE Certificate for AC-DC SMPS Based Charger is issued.
